Het Gelders Huis is set to be the new, sustainable accommodation of the provincial government of Gelderland. Though the decision had already been made to use a DBFMO contract, the type of financing had not yet been finalised. To retain the advantages of DBFMO while avoiding the disadvantages, it was decided to combine public funding with a small share of private investment. The former would result in lower transaction and financing costs, while the latter would provide sufficient incentives for the contractor and security for the client. Brink designed this financing structure down to the last detail, and incorporated it in the government-wide model contract and the contract documents. We also supervised all financial aspects of the tender procedure, from Public-Private Comparator (PPC) to the contract close. What a fantastic project.
