The central government has many roles in the construction and real estate sectors. It is a policy-maker and a regulator: it formulates policy for sectors such as healthcare, education and spatial planning, and lays down regulations for construction, environment, working conditions and tendering, to name a few. It is also the largest owner and client in the construction and infrastructure sectors. All of these areas have seen major political and societal developments and radical changes in the allocation of roles between government authorities themselves, and between them and the market.
